England and Wales narrow early-release plan to exclude manslaughter and sex offenses
The government revised its prison early-release plan to exclude all manslaughter convictions as well as rape, child sexual abuse and grooming offenses.
Prime Minister Andy Burnham announced that people convicted of all forms of manslaughter, rape, child sexual abuse or grooming will not qualify for the early-release plan. The change affects about 1,400 prisoners, according to government figures reported by The Guardian.
Prison representatives warned that the revised plan will leave fewer spaces available in a system reported to be operating at 98% capacity in England and Wales.
