California Gov. Gavin Newsom endorsed Proposition 42, which would prohibit retroactive taxes under Proposition 40, the proposed Billionaire Tax Act, The Hill reported.
The measure is scheduled for the November ballot and was funded by Google co-founder Sergey Brin, according to the report.
